Lalu penduduk kota itu berkata kepada Elisa, “Lihatlah, kami mohon, letak kota ini baik, seperti yang tuanku lihat sendiri. Tetapi airnya buruk, dan negeri ini menyebabkan kematian penduduknya.”

Ramban

AND WHY DOTH THE ETERNAL BRING US UNTO THIS LAND, TO FALL BY THE SWORD? OUR WIVES AND OUR LITTLE ONES WILL BE A PREY. They did not mention the false report [of the spies] about the Land, saying that the Land miscarrieth73II Kings 2:19. and is bad, because the people hid this statement [of the spies] from Moses, since the delegates themselves had not said so when they brought back word to him and to all the congregation,86Above, 13:26. for Moses and Aaron would have testified against them that they spoke falsely. The spies themselves hid this from Moses, fully realizing that he knew the nature of the Land from Egypt and Midian which are near to it, as I have explained.87At the beginning of this Seder. Therefore the spies [only] told the people this evil report in their tents, in a secretive manner.
Now Moses said in the Book of Deuteronomy: And they brought us back word, and said: ‘Good is the Land which the Eternal our G-d giveth unto us.’ Yet ye would not go up, but rebelled against the commandment of the Eternal your G-d.88Deuteronomy 1:25-26. The meaning thereof is that the spies did [indeed] tell Moses and Aaron and all the congregation that the Land is good,88Deuteronomy 1:25-26. and surely it floweth with milk and honey,89Above, 13:27. and the people rebelled against the commandment of the Eternal in not wanting to go up because of the statement [of the spies] that the people that dwell in the Land are fierce90Ibid., Verse 28. — for G-d hath power to help, and to cast down,91II Chronicles 25:8. as is stated clearly there, The Eternal your G-d Who goeth before you, He shall fight for you.92Deuteronomy 1:30. Therefore, since there was nothing to deter them [in the Land itself] except for the strength of the people, they should have trusted in the Name of G-d, for the battle is the Eternal’s.93I Samuel 17:47. And we do not have to say [as does Rashi] that Moses said this [And ‘they’ brought us back word, and said, ‘Good is the Land etc.’] only about Joshua and Caleb, for why should the people listen to two [spies] and not believe [the report of] the ten!94But according to Ramban, even the ten spies only spread an evil report about the Land in the people’s tents, secretly, but in the presence of Moses they all spoke well about it. Hence the word they in the verse, and ‘they’ brought us back word, and said: ‘Good is the Land etc.’ (Deuteronomy 1:25) refers to all the spies. Moreover it says there [in Deuteronomy 1: 23]: and I took twelve men of you, and it is with reference to [all twelve of] them that he [Moses] said, and they brought us back word.95Ibid.

אל ארץ טובה, a land which is the confluence of numerous good, desirable qualities not found together in other districts of the globe. These qualities are the following, the Torah prefacing each with the word ארץ again.
1) ארץ נחלי מים עינות ותהומות, not the waters from polluted rivers or static ponds, waters described as evil waters in Kings II 2,19.
2) ארץ חטה ושעורה , crops which are basic as food.
3) ארץ זית שמן ודבש, products fit for the palate of a king.
4) ארץ אשר לא במסכנות תאכל בה לחם, a land in which money can be found cheaply, a land full of treasures as per Isaiah 2,7 “the land is full of silver and gold and there is no end to the treasures it hides.” Dearth of money is more serious than shortage of the products which can be bought with it, as we know from the Talmud Taanit 19 which declares that whereas the blowing of the shofar in supplication to G’d on account of a shortage of foodstuffs does not have to be arranged immediately, shortage of money, i.e. people not having the money to buy the available food products gives rise to immediate supplication to Gd including the sounding of the shofar at public prayer meetings.
5) ארץ אשר אבניה ברזל, a land whose stones contain iron, i.e. a useful metal, or whose stones are strong as iron, providing excellent building materials.

Ramban

IT IS A LAND THAT EATETH UP THE INHABITANTS THEREOF; AND ALL THE PEOPLE THAT WE SAW IN IT ARE MEN OF GREAT STATURE. If a land is bad and has scanty and poor water so that the Land miscarrieth,73II Kings 2:19. it does not sustain men of great [physical] stature, and its inhabitants are weak and flabby, small in size and lacking in strength! [So the question appears in what way is the spies’ statement that the Land produces men of great stature an evil report?] But the evil report of the spies consisted in saying that the Land has an overpowering atmosphere and a heavy nature, and its water and fruits are thick and heavy, so that [the fruits] grow to a very large size, such that people of an average temperament cannot take them, unless they are giants and men of powerful build who are naturally strong and exceptional in their height and stature. Therefore the Land supports very tall men but brings [premature] death to the rest of the people, as is the nature of coarse foods. The spies then continued and emphasized the strength of the giants, for at first they said, and moreover, we saw the children of Anak there,53Verses 27-28. and now they exaggerated and called them nephilim [a word which implies that they were so enormous that the hearts of those who saw them “fell” through fear]; saying to the people, and there we saw the Nephilim, the three74Ahiman, Sheshai, and Talmai (Verse 22). sons of Anak who are of the ancient Nephilim75Verse 33. about whom you have heard, for the same were the mighty men that were of old, the men of renown.76Genesis 6:4. And since the nature of the Nephilim who lived in the times of Noah was known throughout the world, the spies mentioned that these sons of Anak were their descendants, in order to frighten them, and to terrify them.77II Chronicles 32:18. Therefore the spies said now, and we were in our own sight as grasshoppers, and so we were in their sight.75Verse 33.
